Windows XP SP2 problems
If you have installed SP2 recently you may have encountered problems opening many streams in parallel. This is due to a default limitation of 10 (sic! SICK!) concurrent incomplete TCP connections.
There is a description and a little tool available at http://www.lvllord.de/?lang=en&url=tools-4226patch that can be used to increase this number to a more reasonable value (eg. 100). You should probably not set it too high because the restriction is there for a reason: to keep viruses from spreading too fast. Dodgy fix that is though, Mickeysoft should rather fix their broken OS.
